BOARD OF DIRECTORS  MEETING

DECEMBER 9, 2006  

CALL TO ORDER:

The meeting was called to order at 10:15 A.M. by Joseph Farrelly for Gasparilla Condominium Association, Inc., in the cabana at Gasparilla Condominium, Jose Gaspar Drive, Englewood, FL .

DETERMINATION OF A QUORUM:

Present were Joseph Farrelly, Dave Hubbard, Bud Stewart. Absent were Bill Leavitt and Sue Boyd. Also present was Bill Sutton and Nancy Leighton representing Progressive Community Management, Inc.

CONFIRMATION OF PROPER MEETING NOTICE:

 The notice for the meeting has been posted in accordance with the Bylaws of the Association and requirements of Florida Statutes.

  MINUTES:

Dave Hubbard moved to approve the minutes of the November 18, 2006 Board of Directors meeting. Motion passed.

FINANCIAL REPORT:

Dave Hubbard stated that he had requested the November financial report from the management company, but as of Friday, December 8, it had not been provided so he is unable to give his report. A copy will be posted at the cabana when available.

  MANAGER’S REPORT:

Manager Leighton reported that she is available on Thursday mornings at 9:00 am and her cell number is on the mailbox for owners who need to contact her.

COMMITTEE REPORTS:

Landscaping Committee - Goals for the year were reported outlining soil testing, replacement and addition of foundation plantings, work projects in needy areas, establishing rapport with the landscaper, working with the Memorial Committee and seeking professional advice concerning major plantings. Forty Two new shrubs were purchased at a cost of $599.62 and the Committee asks support for an expenditure of $87.55 over the remaining budget of $512.07. Motion by Dave Hubbard to approve an expenditure of $87.55 over the 2006 budget by the Landscaping Committee. Motion passed.

Building and Grounds Committee - Tom Voss, Chair, reported that the committee will meet in a few weeks to discuss fence replacement options as well as a pest control contract to curb the Carpenter Ant problem.  It is possible that a grant from Sarasota County may be available for the fence project.

All water meter and shut off locations are currently being checked for tree root problems Some problems have occurred already. The committee will review this problem and report back to the Board with their recommendations.

The Committee is coordinating efforts to work with Bushwhackers Tree Service to clear away some dead trees and over hanging branches.

Kudos to Ken for the great job of lining the areas for the bike racks. Originally $500.00 was allotted but the cost came out to only $140.00  

Social Committee - Donna Freeman reported that the next ladies luncheon will be on Dec. 13th at The Fishery. The January 10th luncheon will be at The Columbia in St. Armands Circle, Sarasota. There is still some room for those wishing to go on the Feb. boat trip. Kudos to those who put up the Christmas decorations on the common grounds.

Cabana Committee – Elissa Sullivan reported that the Committee cleaned the Cabana and replaced the microwave. If you need anything please contact Pat Hubbard or Elissa Sullivan.

Pool Update - An email was received from Bill Leavitt regarding the pool. Tom Shaw is working on a Special Purpose Survey and will forward the survey when complete. Another estimate is coming for the pool.

2007 BUDGET:

Treasurer Dave Hubbard reported to the owners present that insurance was a costly factor this year. Nationwide is canceling but Rowley Insurance has assured the Board that other coverage will be available but at an estimated 50% increase in premiums. Another factor in the increase was a full year’s salary for the handyman who was only employed for part of last year. At the November meeting a show of hands indicated that the majority of people present were in favor of putting aside an extra $1,000.00 into the reserve in addition to the proposed $5,000.00 that was in the original budget. Discussion followed regarding the additional $1,000.00 assessment. Motion by Dave Hubbard and seconded to approve the 2007 budget with maintenance fees of $250.00 per unit per month and a special assessment of $6,000.00 per unit . Motion passed including a proxy vote from Bill Leavitt.

A discussion followed indicating that payment coupons for the $250.00 monthly maintenance fee might be late in coming. Owners who use the coupons can wait until the new coupon book arrives before making their January 2007 payment. The special assessment of $6,000.00 will be due January 1, 2007 and will be billed separately in December 2006. The special assessment can be paid quarterly during 2007 beginning with a January 2007 payment of $1,500.00.

CORRESPONDENCE:

Janet Dalpe, Unit 141, requests permission to replace her front screen door. Motion by Dave Hubbard and seconded to approve the new front screen door at unit 141. Motion passed.

OWNERS DISCUSSION:

Discussion ensued on the method of holiday collections for both the landscaper and the staff.

ADJOURNMENT:

There being no further business the meeting was adjourned at 11:12 a.m.
